What are the purchase rules?

Identical to those for any foreign buyer. You need a passport and a Georgian tax ID, available the same day at the Revenue Service. The contract is signed before a notary and registered at the National Agency of Public Registry, often within days. There is no purchase tax. Rental income for individuals is taxed at a flat 5%, and there is no capital gains tax on residential property held for more than two years.

The border situation, and why it matters for an owner

Georgia and Azerbaijan share two main road crossings: Red Bridge (Tsiteli Khidi), on the Tbilisi-Baku highway and open around the clock, and Lagodekhi, connecting Telavi and Zaqatala.

However, Azerbaijan has kept its land and sea borders closed for entry since the pandemic. A narrow railway exception has applied since 25 May 2026, allowing Azerbaijani citizens and others independently eligible for visa-free entry to Azerbaijan to use the Baku-Tbilisi railway connection in both directions.

The practical effect for a property owner: the road crossings do not currently give you a way back into Azerbaijan by car. If you are buying an apartment you intend to visit regularly, plan the return route — rail or air — before you plan the purchase.

Can property give you residency?

Yes, subject to a value threshold. Georgia's residence permit based on real estate requires holdings appraised at USD 150,000 or above — a level that rose from USD 100,000 on 1 March 2026. The threshold applies to your total registered holdings rather than to one property, so combining units is possible provided each is properly registered and valued by an accredited appraiser. The permit is renewable for as long as you own the property, and there is no minimum stay.
